From general practitioner survey to data-driven policy insights KHOBRA

Khobra is an association of general practitioners that organises and coordinates out-of-hours general practitioner services in the region.

The challenge

Khobra wanted to gain a better understanding of how general practitioners and general practitioner trainees experience the current organisation of out-of-hours services, and which improvements they consider to be the highest priority.

The organisation needed more than isolated signals or individual experiences. To make well-founded decisions and put improvement areas clearly on the agenda, a structured survey was needed: one that could reveal both general trends and differences between specific groups.

Together with Living Stone, Khobra therefore developed a survey covering various aspects of the out-of-hours service organisation, including workload, triage, safety, medical equipment, financing and possible improvements to the current system.

The questionnaire combined closed questions with space for open comments.

Defining the right questions together

In close collaboration with Khobra, we mapped out the key research themes. We then translated these themes into clear, logically structured questions that could be analysed effectively.

In doing so, we considered not only the information Khobra wanted to collect, but also the ease of use for respondents and the way in which the answers would later need to be compared.

Developing an accessible digital survey

We converted the questions into a clear digital survey that Khobra could easily distribute via a link to its database of general practitioners and general practitioner trainees.

The questionnaire combined quantitative answer options with open fields. This allowed us not only to measure how often certain opinions or experiences occurred, but also to better understand the arguments and concerns behind them.

Translating the results

After the survey closed, we processed the results into a comprehensive and clearly structured report.

This enabled us to look beyond the overall results. We carried out in-depth comparative analyses based on different characteristics and respondent groups, making differences in experiences, needs and priorities clearly visible.

The closed questions were analysed quantititatively. The open answers were carefully reviewed and grouped into recurring themes.

This combination of figures and qualitative insights created a nuanced picture of what matters to the target group.

The result

The process resulted in a report with clear insights, relevant comparisons and concrete areas for improvement.

As a result, Khobra now has more than a snapshot of how general practitioners and general practitioner trainees experience out-of-hours services. It also has a solid basis for setting priorities, discussing improvements and substantiating policy decisions.

The results give Khobra greater leverage to raise key issues with relevant partners and to base future decisions on data rather than assumptions.

In this way, Living Stone turned a complex survey into a useful policy instrument: from the right questions and an accessible survey to in-depth analysis and clear, data-driven recommendations.
